I’d keep going and find out exactly what I’m working with under all that filler.

After I was done removing the "molding" from my old chopper frame I decided to go another route

Unless I had seen it before the molding, or was good friends with the guy that did the work and I trusted him, I'd get that crap out of there. Don't trust your life to unknowns, listen to your gut.

Weed burners or other torches and putty knives etc (wear gloves because molten and burning styrene is nasty and of course work outdoors) can break loose what light blasting doesn't remove. I solve it all in one shot and have my frames blasted by the local tombstone outfit since they all have beastly blasters for changes of address at the marble orchard.
I seal off the steering neck with thick industrial allthread/nuts/washers and a coat of RTV between washer and neck or old bearing cups which works so well it survives not only blasting but powder coating afterwards.

Looks like fork stops to me to address the whats this shit question. Second, best way I have found to remove large amounts of bondo fast is with a propane torch and a screwdriver, 2cents.
