It looks like a Harley one to me and they were trying to use the wrong top clamp.

Did you get the top clamp with it? Is that neck 1" diameter? It could be one of many repops. Might need to get a new neck post machined to fit it depending on the length of the neck post and your frame neck - might be able to replace the top nut with a shorter one to allow the top clamp to sit lower - did you get the top nut and crown nut with it?

They do however come with a centering cone made to fit if you want to run ball bearings, but it's obviously different than the OEM equivalent, in the event you need to get one or replace one down the road."

There are new stems for sale on Ebay. I believe the original HD ones were braised in, with a big washer arc welded on the bottom for a wear plate. Perhaps a top clamp would be useful for centering the new stem.

what does the rod attach to on the bottom. could be part of a damper.
