I don't think you're going to find a new starter for under $60. In fact, I seriously doubt that there are any new starters for under $100.

Here's a link to a place that sells new starters for a variety of bikes, including 2 for cb750's, but I can't say for sure if either one is the right one for your bike. It wouldn't surprise me if one is because I doubt that Honda produced different starters for every different model of cb750.

    Here's the link- http://www.nationsautoelectric.com/Honda.html

Scroll on down almost to the bottom. There are two starters for cb750's.

If you want to go cheap, and take a gamble, there's always ebay.

YEah i eventually relized that when i started to look at part numbers for the different years. ill have to buy a new one then.

          UPDATE:

Started with the fram and removed the motor instead. A buddy of mine works on Police cars and will be making a wiring harness for me since he has that experience. Once the fram is painted and harness is complete ill move back to getting it started in the mean time.

Until then i have disassembled the bike. I will be cleaning the aluminum parts and sanding them for a new clear coat.
