Can't say i'd recommend it, even if it was! Are you sure it isn't just a means of keep the rubbers on firm??

Oh don’t worry. I’m trimming most of it off and running a grip. Just wondered if anyone had ever seen anything like this, as i haven’t and no one know has either...

I’ve never seen that particular patten, but handlebars with varying patterns of knurling or cross-hatching to contribute to securing the grips, are nothing unusual

I believe all bars I have installed, have the left side knurled to hold the fixed grip, and the right side is smooth so the throttle can roll.
