To me it looks like an old Santee, don't think they are still in business.

Best way to get current papers is buy a new frame with an MSO from a quality manufacturer with TUV cert who can ship from stock on hand in the EU Since HDs are high end luxury goods using high end parts is good for future resale.

http://www.choppersurplus.com/np/frames/cc/dd.html has some Santee frames so certed for sale (but I'd make SURE they come with correct documentation if for some bizarre reason I wanted one to title in the EU). Santee may be defunct or absorbed by another company and there's nothing at all special about them.

If I were spending the heaps of cash required to build a custom Harley in the EU I'd look into an Edlund or other high end frame instead of such plebeian weldment-only frames since the end result would be far superior in precision, appearance and value thanks to Edlund cloning the HD necks, axle plates and other fittings cheap welded frames don't use.

That old frame would make a great drivetrain build/run stand/handling caddy. You can mock up and run your drivetrain to leak check and tweak before installation: http://www.chopcult.com/forum/showthread.php?t=52133
