Try an air hose with at least 150 lbs of pressure....... Or a pressure washer with high pressure........
Or strip the frame and paint it that color if all else fails...........

Start with a little lacquer solvent and a dry towel ready,,, See if its rattle can over a real paint job. If so, might be able to carefully "Wash" it with the lacquer thinner. Go semi-damp paper towell with the solvent, then wiping with the dry. If it seems to loosen, carefully go wetter and wetter in inconspicuous areas assessing it as you go. TOO wet will melt ALL the paint, so experiment.
If adventurous,, try other solvents like Poly urethane reducer, or MEK.
**OBVIOUSLY wear gloves and respirator in well ventilated or outside areas. Some paints have a synthetic form of cyanide, Others are clear cancer instigators,, so WEAR PPE or dont f**K around with chemicals. This especially applys to soaking into your skin.
I doubt you will be entirely successful but anything is possible,,,, It will only work if its truly quality, real paint underneath and shitty rattle can on top. I know some people love rattle can crap, But its garbage. First bit of oil, grease, fuel or brake fluid it falls off like a gay mans pants at a porn shop arcade.

Rattle can paint typically does not have hardener additives in it, like automotive grade paint. That means any solvent will stain or remove it.......
But give it a shot like already mentioned, as long as you are mentally prepared it will likely not save
