First shovelhead build

So I recently acquired a 1972 fx off a buddy of mine. He did a hardtail kit on it and I'm having some issues trying to figure out fender mounting. Should I slide the axle all the way forward in the adjuster before I mock up the fender? If so the oil tank then hits the fender

you should mount your engine and trans, get them lined up. then line up your wheel and see where you want the wheel to sit/where it wants to sit. then you should mount the fender

If you slide the tire/wheel forward the fender hits the oiltank? The fender should stay put and not slide with the wheel tire?
