Default How to: paint like this?

Ive read a handful of paint threads on here and have been trying to figure out how in the world someone does this. One guy did it by mistake but when two people asked how no response was posted so I figured Id start a thread and see if anyone know how to do this on purpose.

I’ve done stuff like that on canvases just can’t picture how the hell you’d do it to a tank without getting a ton of runs and not maintaining those cells

I've seen some of the water/oil paint dips come out close to this,if there is a base coat applied first.Sorry I got no pics just from memory of watching. That tank may have some extra layers or depth perhaps, its cool though.
