I've always mig welded these up (takes like 5 minutes) to keep the backbone from having any chance of collecting water in it.
Probably not a legitimate concern but makes me feel better.

Corrosion sucks. Go ahead and weld it shut.

Weld the hole closed, but I would weld a bung in there that has an internal 5/16 UNF thread, so it might be useful to bolt a bracket on from below (if there is room)...just an idea that might save having to weld a tab on later to mount something...
