36 cases wouldn't have the ribs going all the way up to the deck, someone welded those in ... ??

Definitely added, and that's some very nice (looks oxy-acetylene) welding. Numbers might be some creative stamping or for a special construction title but I haven't seen enough of the latter to know which. Zoomed the pic and the number pad has horizontal file or grind marks.
