That frame clearance to the motor is very common on old Knucklehead straight leg frames.

I have a 30 degree non bullneck frame that is pretty stock that has no clearance on the back exhaust valve cover. It probably came frome the factory that way because it has wear marks in the seat tube.

blast the rims , paint them black,, you can respoke, starhubs are easy to rebuild, buy a few sets of bearings based of of the plug fit of the bearingins in the bike, if the race is fine,, plug fit till the oversize doesnt fit then drop down 1 size.
get a hub rebuild kit and assemble the whole thing dry and chack side to side play. once set.
soak ya cork seal in oil for 1 hour. the use grease all over it, grease bearing cages ect and assemble. do all this after painting the hub.
ya u can buy a vtwinn repop but you have to tear it down and inspect side to sode and plug fit.
when your done , you will know what you have.

looks real nice, did the builder time the motor for you? If not I can walk you through it. also on your throttle cable . you need to set that up before putting yur tanks on and you will be fucking with it to get it right , if you are usuing stock setup.
On your speedo, do not replace your face plate, I think your rebuilding it. make sure they use the same needle and face plate. those face plates are worth a shitload. that goes for the odometer

I timed it according to the manual, so it should be pretty close. Thanks for the tip on the throttle cable,,, yes, I'm using the stock setup on that.

The frame markings are pictured on page 4 of the thread Frame is being fixed up right,,, previous "repairs" are all being redone correctly. They have the motor right now to make sure that everything fits properly. Should be done soon and I can get on with putting this thing together!

Are you sure you didn’t get this frame from Davestune? Holy crap how did Davestune end up with a bunch of Evel Knievel’s old frames? They look like they’ve been jumped over airliners and shopping malls
