Lower tree clamp not tightening all the way

I've just changed to some 6 over fork tubes on my 96 XL 120 Custom, and ready to reinstall. The top pinch bolts are holding the tubes in no problem, but the lower pinch bolts are not closing the trees all the way. I tested them by lowering the tube so that I'm only fastening the lower trees to the tube (30-35ft lbs) and the tube slides right through.

I should mention I switched to a shorter hex head bolt because I removed my front signals (the signals mounted to the trees with the same bolt).

    Thanks everyone

Is the bolt still to long now and it's bottoming out???? Have you taken something and stick it in the hole to see how deep it is?? Are the threads the same as the original bolt???

Dude that's not a "Hex Head Bolt" IT's an Allen Cap. c'mon. & It's probably too long.

If you stack flat washers underneath the bolt head until everything works properly, you can get another bolt "shorter by the length of your washer stack".

Allen head bottomed out, especially if the other side is the same way.

Not to mention the head of the Allen bolt is not seated on the "flat" of the tree.... If you look you can see a gap, Not acceptable!
