I'm just verifying that the top caps on this springer are supposed to be tightened all the way down no matter what, or are they meant to be adjusted by loosening/tightening. My initial feel is that they should be tightened all the way, cuz god love ya if one popped off, well now that I think of it one popping off wouldn't be too horrific, could limp to the roadside. Anyway, just asking.

As Tattooo said, use jam nuts on the top of the springs, then your spike nuts on top of them, locked together.
The jam nuts should be stepped to centre the top of the springs(see photo).
With the jam nuts locking the spikes in place (and some loctite), you could have some adjustment without the spikes loosening off and without having them "tightened all the way down".
Those smaller inner springs help to reduce pogo.

At high speeds my springer will hit a bump on the freeway and feel real scetchy. It acts like one spring is tighter than the other and turns the wheel slightly one direction to compensate. Harley made it very easy for you . Take the stock cap nut and turn it bottom it out . Mark under the nut with a magic marker on the spring rod.You need that nut in the picture that centers the spring as you tighten it down. Put that nut till the top of it is at the bottom of the nut mark. Tension is now set locktite whatever nut you want above it. A jam nut will not keep the spring from wandering around.Comment

What is the size of threads on your rods/spike nuts?
What is the condition of your rods? This could be an option:

Point taken. The spike nuts are 1/2 20, the rods are the same diameter top to bottom and the bottom threads look like 1/2 13, they look to be in pretty decent shape albeit a bit of rust. I'm at my friend's tooling shop now so I'm gonna have a look around or make some. You never know what you'll find here. Thanks again for your time.Comment

Really not worth your time.
If these are the same thread size ( Forget the seat post attachment on the bottom ) a lot of aftermarket springers used the same rod length , springs , and thread size as harley. Check that before ordering. Colony machine is quality good American made parts that will work. Like a lot of parts though you may have to tap a hole or die a bolt before installing to get rid of plating build up.
