Looks like an aftermarket "mini drum" unit. They didn't work for shit when they were new. Were basically installed to pass inspections, etc, so they had a front brake. Pretty sure you can still find shoes for them, but they still won't work for shit. -

Looks like it might be from a small Ducati they characteristically had the little ridges between the flanges the 250 and larger had duel leading shoes and air scoops and were pretty good for drums. But smaller ones looked much like your picture and weren't much to brag about except they looked clean. There were Jap copies from all of the usual suspects. You will probably have to tear it down to tell for sure.
