trouble with hiway pegs

I have these pegs (similar anyway) for my bike. How do I keep the clamps from spinning around the case gaurds.

I cranked them down, but they spun with no effort at all.

they may not be pinching tight enuff. Try using some shims. or some rubber shims will help with more friction. Make sense?

I was searching the interwebs last night and found a few posts on different forums. The most common successful fix seems to be using a piece of bicycle inner-tube, so I'll try that.

I was planning to drill and tap a hole, I'm glad I hadn't yet. Sometimes the fix is so simple, I just over look it and try to make things too complicated.
