Default 89 Sporty Rear Shock Upper Stud Issue HELP!!!

Working on an 89 sporty and have a little issue. I over-torqued the nut on the upper stud on the rear shock and sheared off the threaded end. So now what? It seems to be a stud with a disk-like head that comes through the “tube” from the inside and then is welded on the outside to the tab. If I cut it on the outside and grind off the weld, can I whack the "stud" bolt though the inside. If I get it out, my original thought was to push a new bolt through, but there’s an issue with the head needing to be flush due to fender clearance (hence the disk-like head on orig). Not really sure how to fix this issue. Anybody have some insight? Click image for larger version.
