How do I adjust these shocks

I can't figure out how to adjust these damn shocks.. The chrome cove on the bottom is in the way of rotating the adjuster

Well without a picture or even knowing what shocks they are it's gonna be hard to help ya, but does the cover have slots that a spanner wrench would fit into?
