anyone know about 06 cbr 600rr's

I'm usually in the American bikes section but I'm trying to help my buddy. My buddy has a problem with his and I told him id ask around.... as soon as his bike hits 10,000rpm the bike completely shuts down.... computer issue? Some kind of governed thi g maybe?? He didn't mod it, and only has an exhaust tip... I was stumped..
