Rim width/ tire fitment?

Can a tire designed to be used on a 1.85-2.50" wide rim be used on a WM1(1.60) rim? More specifically, I'd like to run an Avon Roadrider 90/90-21 on my front wheel with a WM1 rim. Does anyone have any experience with this rim/ tire combo? Can I do this without any fitment or safety issues?

80/90 and 90/90 will seat and work on a 1.6" rim fine. That is the only couple of sizes I know of that will on that skinny bastard.
