bsa fork help?

can anyone tell me how to get out the bottom nut on the lower end of the fork out...
i've turned and turned..looked down the top end of the tube and it just spins.
in the clymer's manual it says to put the axle lug in a vise and remove the ?dust cover nut?
where is this mythical nut exactly.

i'm trying to dis-assemble the forks to lower them a bit.

any help is appreciated..forgive me..i'm a noob to british sort of things.
here is a shot of the forks i have...
--->i know the front wheel is on backwards..done by the PO<----

dust cover nut is the wankerish contraption at the top of the legs (silver part) you need a special wanker wrench to reomve it.

i just got a different front end
