Looks to be an old Servi-car frame, before it was robbed of it's rear legs.

I would have it x-rayed before I started chipping Bondo off, a trade school may be able to do for a reasonable fee. If the x-ray showed something suspicious, only then would I start chipping.

There are people who can put hallmarks on, VTwin even sells them on a sheet.

One of the chopper places sells a frame kit or hardtail kit, maybe Lowbrow. Also there is somebody on Ebay selling replacement tubes for rigid frames. Richard from Wasco has made pieces for me.
