About to rebuild the front shocks on my kawasaki. On one fork leg the allen bolt at the bottom just spins. It is not coming out. Any ideas how this is happening or what i can do to get the bolt out?

Do not do any of what was mentioned above.
It's not stripped the piece it's threaded into is essentially part of the insides of the forks. It's spinning inside the forks
Compress the forks the whole way down and use and impact, it'll usually come out that way.
When you have it apart chase the threads, and assemble as usual.
Worst case throw the fork in the ultrasonic for a few hours and get it nice in hot, that'll free it up
