Manufacturer's Statement of Origin. Most places you cant title it without it, and chances are at those prices, if he doesn't have that that shit is stolen.

MSO Link (http://motorcycle-manufacturer-license.org/MCOs-MSOs-information.htm) :)

Here's a quote from the link:

The MSO (Manufacturer's STATEMENT of Origin) is basically a fancy receipt for a component such as an engine, frame, etc. In motorcycle titling, the MSOs are usually required by state DMVs as part of the inspection process for home-made "special construction" motorcycles. The DMVs want to make sure that significant parts and components are not stolen.

if that was local to me, i'd probably snag it all for 500 bucks. you could sell what you don't want and make some or most of your money back.

Five hundred for all that? No way that its not stolen. The frame alone is worth that much.
Sketchy....
