does anyone have any ideas where i can get a 21" spool wheel for an xs650 ??

If you're using your stock front end and axle, you'll need a spool that can take metric bearings - most "chopper" spools take 5/8 inch (Brit) or 3/4 (Harley) axles, but the XS uses a 17mm. Flat track spools with metric axle bearings for Jap racers can be bought (http://www.flattrackaccessories.com/FWheel.shtml) and laced to 21" rims, but this will get pricey fast.

As an alternative, find a Jap dirt bike that uses a 21-inch front wheel with disc brake and takes a 17mm axle (reference can be found here:http://www.thechopperunderground.com/forum/index.php?showtopic=27696).

Just take the disc off and cut off the mounting tabs for it. Dirt bike hubs are smaller anyway, so you'll end up with a profile that's almost as low as a real spool hub. Here's one on ebay that might work:

Or you could just bore out your clamps to make them work...
