take a nut and sit it on the broken bolt. weld inside the nut to the broken bolt. and instant new bolt head. plus the heat will loosen it up.

i had that seat and my rubbermount at the garage and just sitting it on there its not even remotely close. i mean, its not impossible, but almost easier to make a seat.
